See bug 834830 where it sounds like gnome-online-accounts won't be included by default in Ubuntu 12.04. w.r.t. empathy, the bug is that empathy is not built against libgoa-1.0-dev. It's still not working for me. Just applied the latest updates and rebooted, yet my address book in Thunderbird still only shows as contacts the few people who I've been entering in my To fields manually. Contacts have started working in gnome-contacts, Evolution and Thunderbird.
