Thanks James! I did not realise multiverse was not enabled. Once installed the package and commenting /etc/snmp/snmp.conf mib parameter to use proprietary licenses, it worked. Thank you for taking the time to report this bug and helping to make Ubuntu better. snmp-mibs-downloader is located in multiverse.
