I get this bug quite often with my Logitech C260 webcam. Unplugging and
replugging the device solves the issue. I think it mainly happens if i
boot with the device plugged or if i resume with the device plugged, but
I'm not 100% sure that's the exact way to reliably reproduce the
problem.

Basically, it looks like the sample rate is wrong. In dmesg, i get this message 
repeated many times.:
[ 1288.177481] 11:3:4: cannot set freq 48000 to ep 0x86
and the peak detector in the gnome mixer is updating with a visibly lower 
frequency. The sound is speeded up, both in the sound recorder and in skype. I 
have attached a recording to show my wonderful chipmunk voice. Diagnosing the 
problem with apport made it go nuts and now i can't even see the soundcards in 
pulseaudio (but i still see them in alsa), though it seems that the webcam mic 
volume is stuck (???) in alsamixer. This is the first time it causes problems 
to the whole pulseaudio. Usually people in skype just tell me I have a weird 
voice and I just unplug the webcam and replug it to get it to work, or just use 
the laptop mic.
