I experience this as well on a relatively fast laptop, but the problem is not really when shutting down; it's when logging out. I think it seems to be related to Network Manager. I replaced it with Wicd and shutdown/reboot is as fast as it used to be. And when you have a look at the console text while shutting down you can see a lot of lines concerning Network Manager. It seems an issue related with lightdm.At some forums I'ven seen people reporting that purging lightdm makes the shutdown very fast.
