Public bug reported: I have a file, originally imported from a pptx file, but now saved as an odp. It is impossible to rearrange the slides. No matter which slide I drag where, some other slide always appears at the location I try to drop to, and the slide I was trying to move disappears. The workaround, it seems, is to save the file as a ppt 2003 file and restart libreoffice with the new ppt file.
