There's no reason to believe this hasn't been fixed in Ubuntu too, with the relevant merge from Debian; this isn't a part of debhelper we modify. Thank you for taking the time to report this bug and helping to make Ubuntu better. Debian fixed the bug in version 8.9.9 and these changes are included in the precise package as well. So, it would help us a lot if you could test it on a currently supported Ubuntu version.
