You can download the debs for your specific arch from:
http://kernel.ubuntu.com/~kernel-ppa/mainline/v3.1-rc9-oneiric/

Then install them with dpkg, for example to install 32 bit kernel:

sudo dpkg -i linux-
image-3.1.0-0301rc9-generic_3.1.0-0301rc9.201110181311_i386.deb

Hi,

Could someone explain how to install 3.1.0-0301rc9-generic onto 11.10
(or point me at instructions). I tried adding the 'precise' repository
and installing linux-image, but the result  failed to fully boot (no-
GUI).

Same here, I have upgrade my laptop to 11.10 and still had problems.
After that I upgraded to 3.1.0-0301rc9-generic kernel and the problem
seems fixed.

Same here. I just upgrade to final 11.10 release, and the wireless is
really slow.

The wired connection is ok.
Using an external USB Linksys WUSB100 v2 RangePlus Wireless Network Adapter 
[Ralink RT3070] is also ok.

The workaround solves this issue (but disabling N support).

Would it be possible for you to test the latest upstream kernel?  It
will allow additional upstream developers to examine the issue. Refer to
https://wiki.ubuntu.com/KernelMainlineBuilds . Once you've tested the
upstream kernel, please remove the 'needs-upstream-testing' tag. This
can be done by clicking on the yellow pencil icon next to the tag
located at the bottom of the bug description and deleting the 'needs-

I also can confirm this bug, I have the same wireless card. What is most
interesting in my case is that the bug in my wi-fi card exposes a bug in
my router (TP-Link TL-WR1043ND with DD-WRT firware) and crashes the
router. I have to reboot the router after some minutes of 11n use. I may
not be alone as the following thread in ubuntuforums suggests:

 http://ubuntuforums.org/showthread.php?p=11326454

So the bug might be very dangerous, with Ubuntu laptops bringing
networks down.
