I've uploaded 20.1 to oneiric-proposed with this fix. This bug is a regression from 11.04, which did show LUKS encrypted drives. To test, format a thumb drive and encrypt it. Plug it in, and then look at the drop down list for "backup location" in the Backup preferences. You say "I can see the drive under the normal storage method menu", but in my testing I could never get it to appear.
