The slowness has been fixed with the latest updates to compiz, but the problem with it incorrectly reporting vesa as the driver is still present. The new fglrx 8.960 seems to be quite awesome. Same here with a Mint 12 (Ocelot) and a Radeon HD 4650. Set up a custom .deb package with the latest driver installer by AMD and installed them. fglrx module is loaded (told by lsmod) but system information still says vesa. Really strange. I too have this issue. On Precise I have installed fglrx through Jockey, but in system settingsdetails it still says vesa. I do now know if the fglrx driver is in fact running, but I have 3D acceleration and glx gears reports 60fps. Also, I can effectively change color settings VIA amdcccle.
