The currently under-development Ubuntu 14.04 Trusty Tahr is based on
the 3.13 kernel which enables DPM by default (without needing the
radeon.dpm=1 boot parameter I mentioned above) for Radeon HD 4000
through Radeon HD 7000 series graphics processors but with some specific
ASICs being excluded. You can download a pre-release version at
http://cdimage.ubuntu.com/daily-live/current/ and the final release is
scheduled for April 17th, 2014 as per

Kernel 3.11.0-1.4 (based on the upstream 3.11-rc4 kernel) is now
available in Ubuntu 13.10 Saucy Salamander.  Also, kernel 3.11.0-2.5
is in Saucy-proposed, which is based on the upstream 3.11-rc5 kernel,
which has some bugfixes for the new DPM method.

I neglected to mention that to use the new power management feature on R700 and 
newer hardware (other than APUs) requires installation of the latest AMD 
graphics microcode (ucode) files to /lib/firmware/radeon
These are available at http://people.freedesktop.org/~agd5f/radeon_ucode/
Get the version ending in smc.

R700 basically means Radeon HD 4000 series and newer. However note that
according to Wikipedia and
http://xorg.freedesktop.org/wiki/RadeonFeature/#index5h2 the Mobility
Radeon HD 4225/4250 is a RV620 chip, so anyone with one of those
shouldn't need the updated firmware files.

Unlike the older dynpm method, the new DPM method works with multiple
monitors and there shouldn't be any flickering as the performance level
changes are handled by dedicated hardware rather than the driver.

I have tried #2 above, writing dynpm to
/sys/class/drm/card0/device/power_method, to no avail.  The machine
still runs quite hot and the fans do not kick in properly.

This is still the case for precise and proto-quantal:

$ lsb_release -rd
Description:Ubuntu quantal (development branch)
Release:12.10

The temperature can still be brought down by increasing the fan speed
manually.

Given that you have an AMD Radeon HD 6470M graphics chip, it could
indeed be the component that is getting hot, although I don't know why
your main fan doesn't come on.  There are possibly two separate issues
here.

There are 3 possible solutions to overcome the GPU overheating:

1) Install the proprietary (closed-source) AMD Catalyst (fglrx) driver.
2) Continue using the open-source driver and enable dynamic power management by 
writing dynpm to /sys/class/drm/card0/device/power_method
3) Continue using the open-source driver and enable profile-based power 
management by writing profile to /sys/class/drm/card0/device/power_method, 
then set it to either low, medium or high by writing low, med, or high to 
/sys/class/drm/card0/device/power_profile.

Note that option 2 seems to do nothing on some hardware.

This shows 24 temperature sensors but the do not seem to read reliably.
The temperature can vary 3 degrees or more up or down between readings
even a few seconds apart.

I've tried the upstream kernel and the machine still runs very hot.

Apport crashes, so sorry if there were duplicates.

I ran apport after the machine was warm, not hot.  Also, the machine
stays cool to the touch all the time iif I run OS X instead of Ubuntu.

At 56 minutes of uptime, I smelled burning so I booted back to OS X and

Would it be possible for you to test the latest upstream kernel?  It
will allow additional upstream developers to examine the issue. Refer to
https://wiki.ubuntu.com/KernelMainlineBuilds . If possible, please test
the latest kernel (Not a kernel in the daily directory).  Once you've
tested the upstream kernel, please remove the 'needs-upstream-testing'
tag(Only that one tag, please leave the others). This can be done by
clicking on the yellow pencil icon next to the tag located at the bottom
of the bug description and deleting the 'needs-upstream-testing' text.

If this bug is fixed by the mainline kernel, please add the following
tag 'kernel-fixed-upstream-KERNEL-VERSION'.  For example, if kernel
version 3.1-rc9 fixed and issue, the tag would be: 'kernel-fixed-
upstream-v3.1-rc9'.

If the mainline kernel does not fix this bug, please add the tag:
'kernel-bug-exists-upstream'.
