Public bug reported:

Binary package hint: acpid

My DELL Inspiron 8600 (with ATI Radeon Mobility 9600 video) still
suspends happily, but does not wake. On reopening the lid after a
suspend the power light stops pulsing and goes solid, but everything
else is still dead and the laptop needs to be power cycled.

Resume had previously worked fine under both Dapper and Edgy
(occasionally suspend screwed up under edgy, but never any problems with
resume).

Looking at /var/log/acpid, it looks like acpid never gets a 'lid open'
event.
