I believe this might be a duplicate of #944228.  The description there
contains valuable input on how to reproduce the issue. I was able to
reproduce it as follows:

- open up multiple gnome terminals
- tap the icon twice, the expose effect will be triggered
- after the expose effect, the panel won't hide anymore

An addition that the package referenced in this issue is actually unity-
2d-panel.  I am going to disable autostart in /usr/share/applications
/unity-2d-shell.desktop to manually debug.

Restarting the process seems to get rid of the issue somehow.  I wonder
if this could this be some type of initialization or initial condition
type of an issue.

Can you see if you still experience this issue after invoking ``pkill
unity-2d-shell'' from the terminal?  (don't disable autostart in unity-
2d-shell.desktop)

Can you login to guest session and test there if its still an issue. The
thing that you should now is that it is the new behavior for the
launcher to not hide by default./

Am now in Guest session and here it is not intermittent but consistently
hiding active windows (I have not attempted workaround via Compiz Config
Manager here). Is the default meant to be to shift/resize active windows
to keep both panel and window fully visible, or to let the panel sit on
top at all times? The latter seems somewhat silly if you ask me. :)
