I believe this might be a duplicate of #944228. The description there contains valuable input on how to reproduce the issue. An addition that the package referenced in this issue is actually unity- 2d-panel. Restarting the process seems to get rid of the issue somehow. I wonder if this could this be some type of initialization or initial condition type of an issue. Can you see if you still experience this issue after invoking ``pkill unity-2d-shell'' from the terminal? Can you login to guest session and test there if its still an issue. Am now in Guest session and here it is not intermittent but consistently hiding active windows (I have not attempted workaround via Compiz Config Manager here). Is the default meant to be to shift/resize active windows to keep both panel and window fully visible, or to let the panel sit on top at all times?
