 I've noticed that lspci shows the Radeon card at PCI Bus 00:0a.0 and
00:0a.1 (That is if I'm reading lspci bus output correctly). But
strangely the xorg.conf file shows the card at PCI:0:10:0.

That's just because lspci prints hexadecimal numbers, while xorg.conf
needs decimal numbers like those returned from X -scanpci. Confusing,
yes.

Is your machine stable if you use Option DRI off ?

I've done a fresh install of Kubuntu 7.4, yet still I'm having the same
problem.

My motherboard has a build in graphic card (Trident), but I'm using (and
want to use) the Radeon 9250 SE graphic card. Also the Radeon card has
support for running dual displays. I'm using the VGA output, not the DVI
output.

I've noticed that lspci shows the Radeon card at PCI Bus 00:0a.0 and
00:0a.1 (That is if I'm reading lspci bus output correctly). But
strangely the xorg.conf file shows the card at PCI:0:10:0. I don't know
if that's normal, and could be causing the problem, I don't know.

I've done memtest several times for several hours with no errors. My RAM
doesn't seem to be the problem. If there is a hardware failure it's
somewhere other than RAM. Are there any other hardware tests?

I did find out that the line in the xorg.conf file:
Option AccelMethod EXA
Was causing corruptions in the title bar, so I disabled it, but I still have 
the original problems.

I've looked through the BIOS settings and found some related to
shadowed/cached BIOS/video memory/ram. I've loaded the default setting
for most (but not all) of the BIOS options, but still have the problem.

I've deduced the problem must be either:
1) Malfunctioning hardware (graphic card, mother board, etc.,) .
2) Incorrect BIOS settings.
3) Incorrect xorg.conf file.
4) Malfunctioning driver.
5) Other malfunctioning system software.

Kubuntu 7.4 (final not beta) has slightly different xorg.conf file, so
I've attached that file with .feistyfinal extension.

Ok, I removed all the other modes. I thought it was working until the
screen went out of sync, and because I removed all the modes I wasn't
able to change modes, although after a few minuets it went back to
normal. Also, a little while latter it did black out on me, and I
couldn't use the keyboard.

I was looking through the different xorg.conf files. The one that doesn't 
crash, but doesn't have glx has:
BusID PCI:1:0:0
Although, that was from the SystemRescue LiveCD. I had to uncomment it because 
it didn't work on Ubuntu. On Ubuntu I had to change it to:
BusID PCI:0:10:0

The graphic card did work on Windows, so I don't know what's wrong.
Maybe there's a hardware problem, or maybe the driver has a problem.

Ok, I ran memtest for almost 2hrs, and it did 8 full passes. Still it
reported 0 errors. Are there any other hardware tests? Because
apparently my ram has no problems.

I was able to copy the xorg.conf file from a SystemRescue LiveCD I had.
It seems not to crash, but I get this error:

Error: couldn't find RGB GLX visual
Xlib:  extension GLX missing on display :0.0.

GRR!!! Ok, it keeps happening (5+ times in the last 30min)! And I'm
trying to get work done. I've had to hard-reboot many times.

Most of the time what happens is the screen goes blank (no out of sync
warning), and the keyboard is unresponsive. If I can ssh in, I see that
X is using 99% cpu. I try to kill Xorg with: kill -n 9 pid of xorg,
but it ignores that! I've also tried: /etc/init.d/kdm restart, but it
complains that it couldn't kill that either.

Don't confirm your own bugs.

First you need to run memtest, seems that something is wrong with your
hardware. If that doesn't show up anything, then try another OS for a
while.
