yes, blur was enabled. I have figured out more about this bug. Apparently the problem is with the blur effect in the Unity Dash. When the Unity Dash is opened for the first time after logging in, whatever the background was for that first session stays in the dash until logout. For example, if you initially open the Dash with no windows behind it, it will retain the blur of the background indefinitely (screenshot below).
