This probably isn't a kernel issue. Backlight drivers generally only change the brightness when told to do so by userspace, although sometimes system firmware plays a role as well. I've just installed Kubuntu Precise and can't reproduce this bug (brightness sets to maximum while Kde is loading). Would it be possible for you to test the latest upstream kernel? Refer to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest v3.4kernel[1] (Not a kernel in the daily directory). I've tested with 3.4rc1 and the bug isn't fixed (although nvidia proprietary driver did't work).
