I would reckon that's SDL related as well. OpenTTD does interface with SDL, and SDL is the thing that handles all the windowy and resolution stuff. The only thing that might be problematic is that sometimes SDL does not return supported resolutions, and in that case OpenTTD will show some default resolutions (without knowing whether they are possible). Just tried changing resolution of the game from the in-game menu. Looks like it's trying hard to change the resolution, but it only succeeds when the chosen resolution is lower than the current one. OpenTTD has little to no control over what the window does when it's resized. This is all left to SDL. The only thing OpenTTD has to worry about is painting the game's graphics within the window. In case of full screen there is a window without decorations spanning the complete screen. Thus I think this is not a bug in OpenTTD, but rather in SDL or some library SDL uses. I have noticed that this bug does not always appear, even if it still makes for the majority of times I launch it.
