Public bug reported:

In dodge mode ...
None of the open windows is "always on top" set.
When I take the mouse to the left, the Unity bar goes out, but ... it is 
overlayed by other windows, as it was just another window.
After accessing some lense, the bar returned to its normal behaviour.
