For me Google Chrome sometimes freezes the system for a few seconds when loading a page. This seems very similar to your problem and started to occur when I updated to utopic. However, your issues seem to be more extreme. By the way, I just installed Utopic again and can now confirm that this behavior occurs in a completely fresh install.
