Whatever happened to including Qt libraries by default?

During the 11.10 cycle, it was decided to include the Qt libraries on the
desktop CD by default, but unless I've missed something, they don't seem to
be there. Since then, I've always found myself having to install libqt4-dev
each time I reinstall Ubuntu. What was the reason for not including them in
the end?

Hi!

Qt is on the. libqt4-dev is a development package (note the -dev). I don't
think ubuntu ships any other development package in the cd.
