Do they have shim installed? I wonder if it could be related to:
   https://github.com/lxc/lxd/issues/8770

bos01 networking is working again and all arm64 workers are
back. With long queues to chew on over the weekend :)

Remaining issues:

* crashing qemus seem to happen in bos02 too, but they don't
  happen all the time. You'll see tests time out after:

EFI stub: Exiting boot services and installing virtual address map...

* bionic runs in bos02 only, as bos01 still has some trouble

Kernel panic - not syncing: Attempted to kill init! exitcode=0x0005

Further investigation into those issues is ongoing, but we're
optimistic we can trim down the queue now :)

Sorry for the delays, we also hit more networking issues today,
but IS was able to resolve them :)
