The (command line) tool used for distribution upgrades is
"do-release-upgrade", which is part of
http://packages.ubuntu.com/wily/ubuntu-release-upgrader-core

do-release-upgrade in turn is a wrapper around APT, the standard
Debian/Ubuntu package manager.

If I remember correctly, the upgrade just updates all packages from the
vivid versions to the wily versions with some extra little
cleanup(please correct me if I am wrong).

If you would like to compare each package in the repository, you can
use the following link, replacing vivid with wily when you want to get
the package version for wily.

security updates in universe are gratefully accepted[1]. If you can prepare
one, the Ubuntu Security Team will be happy to review and upload it.
Indeed this is how the update for cacti in Trusty got there: it was
kindly contributed by Paul Gevers:

It might be worth checking if his update in July already has the fixes
you want.

Hi,

There is a fix in wily-proposed that needs testing. See comment #11 in
the bug report you mentioned for the testing procedure.
