Update Ubuntu Coturn Packages to 4.5.1.3

Mumble project homepage

Hello,

My name is Robert and I am a core-developer of the Mumble project. I 
just realized that the package in the Ubuntu (focal) repository for 
mumble and mumble-server lists the Mumble wiki as the homepage of the 
project.


Our (long-term) plan is to remove the wiki (and move docs to a different 
page) and thus this link will most likely end up dangling. Instead I 
suggest that you could add the project's actual homepage 
(https://www.mumble.info/) to the package's meta-information.

Ubuntu 18.04 and "Bad arg length for Socket::inet_ntoa" when using IPv6

Hi Everyone,

Would someone have a look at
https://bugs.launchpad.net/ubuntu/+source/libhttp-daemon-perl/+bug/1904907
when time is available.

The issue causes self tests failures in a lot of packages, including
Wget and Wget2. When 'make check' fails it munges up the install
process. We don't have authority to install a package that fails its
self tests.

If I am parsing the issue properly, the fix has been available for
several years. This may also be helpful from Red Hat

* BZ - 1413065 - HTTP-Daemon does not support IPv6: Arg length for inet_ntoa
* BZ - 1492760 - IO::Socket::IP->new() fails to listen on unspecified
local address

mumble is packaged at Debian, so I would suggest that you get in touch 
with the Debian maintainer about changing it. One way to do that is to 
file a bug:

But while you are at it, why not add an AppStream metainfo file to the 
project source. That will give you as an upstream developer full control 
over how the project is described in the various distros.

Ubuntu does not update packages in a given version (e.g. 20.04), except for:

 * security issues: https://wiki.ubuntu.com/SecurityTeam/FAQ
 * high-impact bugs, safe bug fixes for applications, etc. through the
   Stable Release Updates (SRU) process:
   https://wiki.ubuntu.com/StableReleaseUpdates
 * kernel, Xorg, etc. via the Hardware Enablement (HWE) process:
   https://wiki.ubuntu.com/Kernel/RollingLTSEnablementStack

Unless you're asking because of a security issue, the second one (SRU) 
is what you're looking for. You'd have to identify specific issue(s), 
file bug(s) with clear patches, and get someone to sponsor the upload. 
Also note that the coturn package is in Universe, which means it is 
community supported. You will most likely have to do all the fix work 
yourself (i.e. prepare the patched version and upload a .debdiff). So 
generally, in a situation like this, I'd backport the fix(es) myself, 
upload them to a PPA, and then decide how much I care about spending the 
work to get that pushed into Ubuntu itself.
