Personally I strip the permissions from logind and annoyingly found that I needed to add my user to /etc/group which is easily found, transparent and correctly protected by the filesystem in a central traditional and cross-unix location. I know logind manages permissions for audio devices for the active user, so I am sure the same thing is done for video devices. The default user not a member of group video
It seems that the default user is not a member of group video by default in Ubuntu 14.04 LTS. Consequently e.g. the builtin cameras of laptops do not work unless you add the default user to the group video.
