Both of you are correct.
pristine-tar is supposed to make the problems go away, but it isn't
perfect. When it doesn't work bzr-builddeb will try some other methods
to grab the tarball, but I didn't think to try Debian explicitly (if you
have deb-src lines for debian in your sources.list it should work). I
intend to add this feature when I get a little time, or I would happily
help someone else add it.
