Documentation improvements

Hello everybody,

at UDS we discussed a number of changes to our development documentation
and the work items are recorded here:
https://blueprints.launchpad.net/ubuntu/+spec/community-q-packaging-guide

We noticed that a number of new contributors somewhat struggled with
UDD. It would be nice if we could get a little bit of help with these bugs:

Even a reprioritisation of the bugs and some updated information on how
things are done would help a lot already.

Please CC me on replies, as I'm not on the list.

 I just submitted a merge proposal for the one small bit of information that I
 found in the wiki, but not in the reST docs:
