I don't know what are the plans, but you can be sure that 3.10 will be at
least in the gnome3-team repositories.

About Ubuntu, as always, they will probably use some software pieces using
3.6, some using 3.8 and some 3.10.

I believe Tim is refering to GNOME PPAs (which contain the latest software
pieces). If this is the case, here you have all the info:

must-have PPA is *ppa:gnome3-team/gnome3*, the experimental (very stable if
you ask me) is *ppa:gnome3-team/gnome3-staging*.
