Upgrade a Surface Pro 3 to 17.04, the issue remains. Gnome on-screen keyboard does work in shell, but not with applications.
@Riccardo: Ubuntu with Unity does however come with onboard which is a good on-screen keyboard. It does provide a good floating keyboard experience with Gnome, too.
