are encountering is that you installed the fpc package from upstream
(probably when you were installing the lazarus package). The lazarus
team is not making fpc packages that are fully compatible with how
things are done in Debian/Ubuntu. That is not something that is
desirable to fix on our side. However, we normally work around that
issue, but that work around was temporarily missed, so the package that
finally went into Xenial doesn't have it.

You can easily fix the issue on your system by running
apt-get remove fpc
apt-get install fpc

Thank you for taking the time to report this bug and helping to make
Ubuntu better. I added a specific Xenial line for this bug and I am
closing the general bug because the bug has been fixed in the latest
development version of Ubuntu.

This is may be a significant bug in Ubuntu. If you need a fix for the
bug in previous versions of Ubuntu, please perform as much as possible
of the SRU Procedure [1] to bring the need to a developer's attention.

If I remember correctly, the fix is trivial, just add a one or two-liner
to support recognition of 1.5, no further code change required. I am
even wondering if apart from the configure screen, this is an issue at
all. Could you please show how "cacti do not work with rrdtool"?

And just in case somebody is going to test the packages, the latest
versions of cacti have an autopkgtest suite that can be used. This
doesn't work out of the box, because the password framework is too new
(the password is admin/admin in old version), but getting it running
should be straight forward.

Since the last uploads in security upload in Trusty and the last upload
in Xenial, multiple CVE's have been reported against cacti.

Please upload the attached debdiff's to fix all open issues in Trusty
and Xenial. Because the state in Debian's LTS Wheezy is similar to
Trusty, I applied all the changes since the last common change-set. For
Xenial, I based the changes on Jessie's stable uploads.

To be perfectly clear, I did verify that all the patches apply cleanly
(and build cleanly on debomatic, although that doesn't say much for a
php package), but I haven't verified functionality as I could bring
myself to do that for Ubuntu (I already did that too often for the
Debian packages). But because this all is php and the patches are
already exposed in Debian for an extremely long time, I don't see much
risk (please judge yourself though).

The code was introduced to fix issue
http://bugs.cacti.net/view.php?id=2446 in 0.8.8c.

Looks like already before that time Debian and Ubuntu replaced split()
by explode(), so that's why this one was missed.

Code is not present in the recently released upstream version 1.0.0, so
this bug will be fixed once 1.0.0 or higher is packaged for Debian and
synced to Ubuntu.

Ubuntu better. This particular bug has already been reported and is a
duplicate of bug 1568072, so it is being marked as such. The issue you
are encountering is that you installed the fpc package from upstream
(probably when you were installing the lazarus package). The lazarus
team is not making fpc packages that are fully compatible with how
things are done in Debian/Ubuntu. That is not something that is
desirable to fix on our side. However, we normally work around that
issue, but that work around was temporarily missed, so the package that
finally went into Xenial doesn't have it.

You can easily fix the issue on your system by running
apt-get remove fpc
apt-get install fpc

It seems that you tried to install cacti and cacti-spine originally
without a working database. I can't really follow what happened after
that, but the current DpkgTerminalLog.txt does NOT show issues with
installation, but issues with removal.

If you still want cacti to be installed, I recommend that you first
purge cacti (*ignore* errors instead of *abort* when prompted by
debconf, such that the removal can proceed) and purge mysql-server-5.6
after as well. After that, first install mysql-server and then install
cacti. With a working mysql-server, the configuration of cacti should
work.

The issue seems to be that your first installation of cacti failed due
to a missing database server, but the /etc/cacti/debian.php file that
was generated contained the password for cacti to log in. After you
installed the server, cacti tried to use that generated password, but
that wasn't (and can't be) communicated to the database server.

An alternative is to set the cacti password manually from within mysql
and then dpkg-reconfigure cacti and provide the manually set password
when asked for.

Ubuntu better. This particular bug has already been reported and is a
duplicate of bug 1568072, so it is being marked as such. The issue you
are encountering is that you installed the fpc package from upstream
(probably when you were installing the lazarus package). The lazarus
team is not making fpc packages that are fully compatible with how
things are done in Debian/Ubuntu. That is not something that is
desirable to fixe on our side. However, we normally work around that
issue, but that work around was temporarily missed, so the package that
finally went into Xenial doesn't have it.

You can easily fix the issue on your system by running
apt-get remove fpc
apt-get install fpc

The cacti package in Xenial suggests you to update the configuration of cacti. 
Do you have a file called /etc/cacti.conf.ucf-new (or something like that) that 
contains the line (note the last "i" on that line:
$database_type = 'mysqli';

If so, this bug is an operator error to not look at proposed changes in
the configuration rather than a bug in the package.

Ok, so that didn't show anything useful that you didn't already share.
And yes, any OTHER action of dpkg is now blocked for success on this
issue, so you (we) need to fix it on your system. Can you try running:
LC_ALL=C dbc_debug=true sudo apt-get remove dbconfig-common

And if that fails:
LC_ALL=C dbc_debug=true sudo dpkg-reconfigure dbconfig-common

information to act upon.

You seem to be having issues with the installation of dbconfig-common since 17 
August 2016. Could you please copy/paste the output of
dbc_debug=true sudo apt-get install dbconfig-common
(please check the output for sensitive data).

I also wonder what went wrong when you tried to remove it.
