My lucid is an update of koala which was an update of jaunty. Don't know 
what you mean with first jaunty

When I click the button, nothing happens. So, also no window appears 
under the current one. Actually, something happens: when I press the 
icon it flashes and the panel icons either become smaller (two icons 
paired next to each other instead of all icons below each other) or they 
collapse into a group.

I've tried this on a fresh installed Lucid and I can reproduce it.
It looks like this happens only when:
* Panel orientation right
* Icons size 105 pixels
* Theme: Human-Clearlooks (happens more often than with Ambiance theme)
* 10 or more windows, especially of same type

It seems that the problem is that when you press an icon, somehow Ubuntu 
finds it necessary to change the icon view. He can do: heigten the 
icons, shorten the icons, group the icons, pair them next to each other.
In cases with just a few windows the icon view is not changed and then 
there is no problem clicking an icon.

Yes, this bug is also present in Lucid.
The orientation of the panel is right, when it is bottom  there is no 
problem.

This bug is also present in Ubuntu 9.10 (Koala). 
Sometimes the g-s-m uses 100% cpu.
I don't think that this bug is a duplicate of

itself.

The described behaviour happened also to me when I upgraded from Jaunty
to Karmic.
