Public bug reported:

I had an older version of ubuntu.
However by mistake, instead of clearing the clutter on my system by firing "rm 
-rf *" on /home/<username> directory, I fired it on / directory.
It took me two days to get to grub> from grub rescue>.
However, the ubuntu help page made me reinstall the OS.
My original CD being corrupted, I created a new bootable disk.
However, now it is not able to install the GRUB
I have a dual-booted windows 10 with Ubuntu
