Doing a fresh install over the broken partition should fix it.
Care has to be taken that Format check-box should not be checked
for the partition which is marked as /

The installer can find out your /home directory and it won't touch it.

I upgraded from 11.04 to 11.10 and haven't seen any weird behaviour
except I have a reduced battery life which is probably related to the
Kernel power regression bug getting aggravated.

But yeah, your mileage may vary with.
