One of the methods I remember worked for me was using Bart PE. You can also find a utility that copies the PE environment to a USB stick (pe2usb it was called i think). Google around a bit for Bart PE and PeToUSB.exe, you can find all the utilities to create a live Windows XP environment and then transfer it to a USB stick.
