My experience is that there are different tools for different parts of the
web app creation process.
You usually start with a wireframe in a graphics editor like inkscape
Then you built a layout and some style sheets. Tools like Bluefish, Quanta
are useful at this step.
Then you need to integrate your layout and stylesheets into your web app. So
this brings you into an IDE or text editor.
Then test. Firefox with a seperate profile for running Firebug. I highly
reccomend having a separate profile for Web Dev plugins.
Then tweak. Firefox with WebDev plugins
Then loop back to step 1 or step 2 to continue to optimize.
I notice there are periodic attempts to integrate the multiple tools into
one tools but they usually run out of steam.
In most web dev organizations, each step is owned by different people so
they each specialize in one tool.
