Yes, of course. But, it should be possible to find rsync mirrors.
You can download a particular ISO via torrents or whatever, and
then fix up minor issues through a rsync mirror. I have done this
in the past, and it has reliably worked.

Yes, but should'nt the server support rsync by having a rsync daemon
running.

downloaded file.
