Please note that the ubuntu-motu mailing list is for the Ubuntu MOTU team,
which takes responsibility for packages in the Ubuntu universe repository.
You are asking about a package from a ppa, which is not supported by the
Ubuntu developers.
Furthermore, you are asking for a package on Ubuntu 15.04. Ubuntu 15.04
reached end of life in February 2016, as anounced here:

You are probably encountering an error trying to install from a ppa because
the version of the SSL client libraries on your system have been out of
support and not updated for 6 years, and are not compatible with current
secure versions of the TLS protocol.
I do not know why you say that you need this software in order to update to
a supported version of Ubuntu. Since this is not an Ubuntu package, it is
not part of our upgrade path. The recommended upgrade path is to make any
necessary backups of your system, and then run 'update-manager' to begin the
process of upgrading to a supported release.
The supported upgrade path is Ubuntu 15.04 -> Ubuntu 15.10 (which has also
reached end of life) -> Ubuntu 16.04 LTS (which has reached the end of
standard support and only has security support via the ESM service) ->
Ubuntu 18.04 LTS -> Ubuntu 20.04 LTS.
