I moved this dir away and 'telegram' created a fresh dir as:

$ find .cache/com.ubuntu.telegram
.cache/com.ubuntu.telegram
.cache/com.ubuntu.telegram/+4917638902045
.cache/com.ubuntu.telegram/+4917638902045/temp

But the problem remains.

I use Telegram daily on Aquaris E4.5 and doesn't experienced that bug.
Just guessing: Maybe your settings got corrupted and you should delete 
all config files and start over?

Telegram works fine on my phone (Nexus 4/Mako/OTA10.1) and have tested sending 
and receiving, so it's not a general app or service problem

Maybe reboot would help? I have noticed that some times after upgrading to
latest telegram it crashed until I did that.
