It is not a security issue because if you skip, you don't have access to the encrypted area, so there's no information exposure. For me, if I wait a few seconds it just goes away on it's own. Can replicate on dual-boot machines with encrypted home - 10.04 and 12.10. I just thought it was a boot slowdown, didn't think anything of it since it "works".
