There's one thing I think is wrong with your analysis Phill...

I think this is going to be a problem inherent to every single system
out there similar to hangouts. Even Skype, which is free (but not as
"public" for everything), and other video/audio hangout-like services
implement such age restrictions in compliance with the laws that exist
for various countries.

The thing is, though, we *do* have IRC channels alongside the
hangouts, as long as someone in the hangout keeps an eye on the IRC
channels, the younglings can still in theory participate in a hangout
discussion.

The server system is currently off-line,

The idea behind hosting images is for ubuntu wiki is documented. I'll keep
your request open so that one of the people can reply.

Regards,

Phill.

The issue with Google Hangouts is that they have an age limit for the
younger members of who are the youth, and life blood of ubuntu.
I did discuss this issue before I left.

I choose to interpret Arnd's statement along these lines: nothing is better
at being Windows than Windows. Thank goodness.

PS in response to what Google+ is not, it does seem to fit the definition
of pernicious SaaS on that Gnu page...

I would disagree strongly with that statement. There are a number of
Linux distros that outclass Windows, and the dislike of Windows is
showing in the mass-migration to tablets powered by Android - itself
built on the Linux kernel.

Web services aren't free/non-free:

Google Hangout itself isn't non-free, it's the browser plugin which is
propretary.

It's a tool.

It works and is currently the best at what it does. Until something
free/libre can match or better it feature for feature it is the tool to use.
