You can run 'ps faux' to view the list of running processes and see if
there is another dpkg process running and what started it. The lock
there is to prevent conflicting dpkg runs.

Most likely there was some apt cron job running a that time.

sudo do-release-upgrade -d
with upgrade and reboot

dpkg is lock
