Some comments:
LP: #1854395 - (New)[apache2]- apachectl
configtest segmentation fault
I also couldn't reproduce the above one, but it strikes me as odd to
have both nss and ssl installed for ssl support in apache, and then
third party modules, which can also be linked with ssl libraries from
either. A segfault with this mix doesn't surprise me so much, but I'd
also like to see reproduction steps to at least discard some obvious
bugs or linking problems.

LP: #1854841 - (New)[containerd] - Update to containerd 1.3.1
A request to update containerd across the board, but without a pointer
to the specific upstream fix. Also note that 1.3.1 is not even in
focal yet (just focal-proposed).

LP: #1831441 - (Triaged)[samba]  - Please add
WS-Discovery ( WSD ) support for Windows Samba server discovery.
Hasn't gotten more traction upstream with samba, or debian. If
somebody wanted to start with debian packaging, this would be a good
start I think, as it's a simple service.

# Proposed migration
Many packages flagged as blocking others (25), so I grabbed one:
mysql-8, blocking lz4. Turns out the lz4 bug was fixed already
(#1853144), and the test that was failing now was a flaky one, that
resolved after a retry. The "excuses by team" report now shows 17
packages needing attention.

Thank you for your enquiry.

For the record, there was an infrastructure outage that was already
known and being worked on thanks to automated monitoring.

As this kind of thing is more a realtime affair and not necessarily
server-specific, discussions about specific outages aren't really
suitable for this particular list. Instead, infrastructure status can be
found in the topic of the #canonical-sysadmin channel on Freenode, and
if the topic there doesn't describe an issue you're seeing, that channel
is the appropriate starting point for making enquiries about a suspected
outage.
