I think the priority is ok.  Worst case we could just disable it (I
think it might be recently implemented).  It's essentially a flaky test
issue, but occurs relatively often and thus should be made more robust.
I suspect the problem is something specific to Launchpad's network
configuration but am not totally sure.  Alternatively it might be a
ppc64el-specific issue.  I added some ideas on what might make it better
able to identify problems, but I either need to get my hands on a
ppc64el instance I can run the testcase on, or else do some
experimentation when the autopkgtest queue is not quite so clogged.
