Seems it is indeed a bug, users on the mailing list could verify it. By replacing LIBSSL_LDFLAGS with LIBSSL_LIBS in .in files, the generated
.pc file is correct.

For the sake of completion, lib/libupsclient-config.in (a replacement when
pkg-config is not present) also need to be fixed.
I've just applied it upstream (in NUT, commit r2960) while waiting for a new
Debian upload (I may lag a bit more, considering my current workload...):

This means that the sources downloaded are not correct. This may have been caused for out of date sources, or something when wrong when downloading the package. The post-install script has a hard dependency on /etc/tomcat6/tomcat-users.xml which schould not happen.
