On the available evidence that this bug is caused by resolvconf reload squid 
too soon, I attach a work-around patch. 
It delays any resolvconf reload by 30 seconds if it occurs within 200 seconds 
of boot. 
Those numbers might well need tuning on other systems, but the patch has solved 
the issue for my computer 
i.e. squid3 now starts properly.

Hello,

I have had the same problem, with the same error output as above. I had
a fresh install of 12.04 server, updated once and nothing else extra
installed. I applied the -ex modification and the patch described,
continued the installation, reconfigured the packages and now it seems
to work; server and next_server got the correct values in
/etc/cobbler/settings.

I can imagine that it will take a lot of care to avoid introducing races
inside dnsmasq. Have I mentioned yet that Simon is a hero?

Do we have to worry about races outside of dnsmasq?  Suppose someone was
running dnsmasq in unbound mode and has now switched to the new improved
dnsmasq in bind-interfaces-dynamically mode. Now an interface comes up
but there is a delay before dnsmasq notices this and starts listening on
it. Problem?

It's OK: notification of new interfaces comes via netlink, so it gets
synchronised via the select() call just like everything else.

Have I mentioned yet that Simon is a hero?

New code is in git (and I released 2.63test1) change --bind-interfaces
to --bind-dynamic as see how it goes.

Because it's using netlink rather than polling, the delay is pretty
short (I know that's not a solution to races, but it does help.)

Great that a fix was released so quickly! Can you please advise how an
user can get it? I am still getting the same error while installing via
apt. Apparently the package being installed (even after apt-get upgrade)

Just checked pdnsd.  I thought it would be affected since it also starts
in server_ip=any mode by default; however the Debian package which is
also in Universe includes server_ip=127.0.0.1 in /etc/pdnsd.conf.  It
therefore starts alongside nm-dnsmasq modified to listen on 127.0.0.2.
So nothing needs to be done to pdnsd to fix this bug (#959037).

@Bert: Can you provide more information about the conflict with djbdns?

The dnscache-run package, one of the binary packages built from djbdns
source, is marked as Conflicting with resolvconf because it messes
directly with /etc/resolv.conf --- see Debian bug report #582755.  Its
maintainers haven't addressed this problem for several years, so from
the Ubuntu perspective we have to regard dnscache-run as a rough package
for do-it-youselfers and not something we need to worry much about here
(#959037).

Are there other parts of djbdns we need to look at?

Next checked PowerDNS Recursor.  The Debian package pdns-recursor is
also available in Universe.  Its default configuration is to listen only
on 127.0.0.1:53 so it will also no longer conflict with nm-dnsmasq if
the latter is moved to 127.0.0.2.

/etc/powerdns/recursor.conf:
local-address=127.0.0.1
local-port=53

(pdns-recursor is not to be confused with pdnsd.)

Using sasl binding only works with ldapsearch when not using ssl or tls.
If either ssl or tls is used I see this ouput from -d 1 from ldapsearch:

Interesting.  Removing the installed clam packages to record actual
progress messages of an install attempt to augment the bug report, a
pop-up tells me there are new packages available.  Now when I attempt to
