Can confirm what Jürgen Kreileder (jk) said in comment #18. Building vsftpd 3.0.2-1ubuntu1 with the changes in vsftpd-drop-newpid-from-clone.patch from https://build.opensuse.org/request/show/162591 fixes the problem.
