I've tried python-vm-builder 0.12.4+bzr477-0ubuntu3. It has the necessary files to build raring VMs and they look fine to me. Actually building a raring VM didn't work on the host I was trying it on. I hit this while building a raring VM to test out #1174148. I was able to workaround by using --addpkg linux-image-generic. Ah, the above issue is LP #1037607, I'll comment there.
