This is still an issue in ubuntu 14.0.2 with full updates from 12. aug 2015.
The symlink resolves the problem, but why not fix the package?

Hi Rod,

I don't think it matters, but ubuntu trusty -updates currently has 1.7.6
and the version of MAAS being used here is 1.7.5. That being said, that
seems like an enablement bug. In order to successfully debug this, we
would need the console log of the machine booting and running through
the commissioning environment.

Can you please provide that? Furthermore, as this is a bug that actually
requires enablement, I'll assign this to newell.

- I can ping my LAN and the world

I have tried to recreate this with the following two mainline kernels:

v4.2-rc6-unstable
v4.2.0-999 (201508130157)

However, it is somewhat difficult to compare the behavior apples-to-
apples the way I normally do, as cpupower is not available for those
kernels (no linux-tools packages installed for them).  I would
appreciate any advice on the best way to show the problem's
presence/absence in an objective or definitive way across kernels.

Discussing this in an upstream issue, some of this appears to be due to
the debian automatic test-run being too stringent, while upstream
diverges.  For instance upstream now raises failures when called with
unknown arguments, causing unexpected warnings.

Not yet clear how best to fix this.  Upstream recommended simply not
running the aapits tests, I'm working through the subsequent failures.

The core OpenStack packages (https://code.launchpad.net/~ubuntu-server-
dev/+git) are not in sync with Debian as we tend to lead the way in
Ubuntu on them.  For example, neutron-lbaas in Debian is still at kilo
2015.1.1 in sid whereas wily is on beta 2 of liberty 7.0.0.

There are other reasons as well, such as the debian packages using
debconf.  There was an attempt to converge the core packages earlier
this year but we ended up deciding not to.  We have worked on converging
many packages though in this cycle.  For example the python OpenStack
clients are mostly all converged and synced from Debian at this point.

Cleanest fix is to downgrade to Utopic, as systemd also fails for many
other services like Apache + fail2ban.

If running Vivid is a required, this hack seems to correctly top +
restart MySQL.

alias mysql-stop='mysqladmin --defaults-extra-file=/etc/mysql/debian.cnf 
shutdown'
alias mysql-start='service mysql restart'
alias mysql-restart='mysql-stop ; mysql-start'

Only way I've found to get around systemd hang.
