Right, the disconnected flag is in the openntpd (usr.sbin.ntpd) profile, but not the journal one: /run/systemd/journal/dev-log w, What triggers the journal DENIED error? This bug has been fixed in the current Ubuntu development release, which is why I'm marking it "Fix Relased" (the bug status follows what's in the development release). There is a correct and simple to apply workaround to /etc/default/nis and that is to remove the now invalid option "-no-dbus". If you would like to see this fixed, please follow the SRU procedure detailed in https://wiki.ubuntu.com/StableReleaseUpdates#Procedure. I tried again on xenial this time, and both the installation and the manual run of sa-compile afterwards work just fine. You seem to have a mix of 32 and 64 bits packages installed. It looks like you have libc6-dev-i386 installed (32 bits) on your 64bits system, could you also try installing "libc6-dev"? This file is in a 64bit path: /usr/lib/x86_64-linux-gnu/perl/5.22/CORE/perl.h And it's including "sys/types.h", and it makes sense to include it also from a 64bit location, and you have libc6-dev-i386 instead of the 64bit one.
