irc discussions tracked this down - the backports package has lxc-halt from debian, rather than (as it is supposed to have) symlink to lxc- shutdown. Markign confirmed. Thanks for submitting this bug. lxc-halt is not a command installed by the lxc package. Do you know where you got the version of lxc you are running?
