Please sync parsedatetime 1.2-1 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * New upstream version.
  * Build using source format 3.
  * Build using dh_python2
Debian release syncs back from ubuntu. Fixes lp:1302963
