Had to revise the test case because this isn't necessarily reproducible
with a straight dist-upgrade due to arbitrary apt ordering, but I've
confirmed this fix now.

I confirm this bug in the rpcbind package.

This is an issue specific to upgrades from precise; no fix is needed for
utopic.  (A wrong fix is included via Debian; I have reopened Debian bug
#734903 with regards to this.)

hours, and then in the -proposed repository.
